Is it normal for a budgie to keep coughing up seed?

I just let my budgie out, an he sat on my finger for about 10 minutes tapping my nose, talking to me. Next thing i know he starts bringin up lots of seed and starts flickin it everywhere, unfortunatly some went in my eye... why would he do that?
