Trying to get information on getting a seeing eye dog for my little brother?

My little brother is 9 years old (he will turn 10 by the end of the year). Unfortunately, he has very low vision due to glaucoma. Based on his low vision, plus his absolute crazed love for dogs, we have been tossing around the idea of getting him a seeing eye dog to help him gain a little more independence.Most of the information we have been finding is saying that guide dogs are not given to kids under the age of 16. Is there any program out there that places guide dogs with 10 year olds? Any information here would be absolutely amazing. Thanks!
